Key requirements: - Not-for-profit status (for-profit organisations will not be considered) - Mental health, psychosocial support, clinical outreach or care navigation services - Regular, ongoing service delivery (not one-off events) - Appropriate governance, supervision, credentialling, and insurance capacity Council is primarily seeking sole occupancy of the site; co-location may be considered where it complements the primary service. Initial licence term of three years, at annual licence fee of $2,000. Background information / Compatibility requirementsThe Site was previously used to deliver the Safe Haven Mullumbimby mental health service until funding ended 30 June 2026. The building comprises two connected demountable pods (~43m² enclosed, plus deck), semi-furnished. Permitted operating hours under the Development Consent are Mon–Fri 8am–7pm and weekends 9am–2pm. Eligible activities include mental health support, early intervention, care navigation, telehealth-enabled care, and group programs. Applications from for-profit organisations, or for services unrelated to mental health/psychosocial support, will not be considered. What the buyer is requestingThe scope for this request forms part of a broader Council-wide procurement plan. Other directorates may elect to participate in this contract, and additional sites or service requirements may be incorporated through the contract and procurement team. This scope of services will contribute towards establishment of a Council-wide security service to support: • Protection of Council assets and infrastructure • Safety of staff, contractors and the public • Reduction of theft, vandalism and unauthorised access • Improved perception of safety across public spaces • Compliance with regulatory and operational requirements This service scope applies across the directorate of Water, Waste and Open Spaces and covers the following areas: • Open Spaces • Lismore CBD (Law Enforcement / Rangers interface) • Water, Wastewater and Buildings • Waste Facilities • Lismore Transit Centre Additional directorates, facilities and service requirements may be incorporated into the awarded contract during its term. Contractors must be capable of supporting a scalable, multi-directorate security environment. The Contractor shall provide a coordinated, scalable and flexible security service across Council facilities, infrastructure, public spaces and operational assets. Services (for a 2 year period) include, but are not limited to: • 24/7 monitoring and alarm response • Mobile patrol services • Lock-up and opening services • CBD foot patrol services • Transit Centre operations, security presence and facility management • Night Ride and late-night transport security services • Site inspection, verification and defect reporting • Incident response and escalation • Cash handling and cash-related security services (where applicable) • Ad hoc and temporary security services Services must be capable of operating across: • Public-facing environments • Corporate and community facilities • Critical infrastructure • Water and wastewater assets • Waste management facilities • Parks, open spaces and recreational assets • Transport facilities • Remote and geographically dispersed locations • High-risk and high-visibility sites The Contractor must be capable of supporting changing operational requirements, expansion of services, addition of new facilities and participation by other Council directorates during the term of the contract. Services must be delivered in a manner that supports the protection of Council assets, safety of staff and the public, operational continuity and continual improvement of Council's security environment.
